Keith Belton - Founder & Principal
Keith Belton is Founder and Principal of Pareto Policy Solutions, LLC. Keith has more than 25 years of experience in policy analysis and advocacy, including work for a Fortune 50 company, a major tradeassociation, a leading professional association of scientists and engineers, and the Executive Office of the President (Office of Management and Budget), where he served as an economist for the Office of Information and Regulatory Affairs (OIRA). He currently serves as Director of the Manufacturing Policy Initiative at Indiana University's School of Public and Environmental Affairs.
His particular areas of expertise include environment, health, and safety regulations; the federal regulatory process, including Office of Management and Budget (OMB) review of significant regulations; regulatory analysis, including cost-benefit analysis and chemical risk assessment; the Toxic Substances Control Act; the Clean Air Act; green chemistry; and climate change.
Keith has a well-established network of contacts honed through years of interaction with regulatory agencies, Congress, the White House, nongovernmental organizations, public interest groups, corporations, and trade associations. He has been a key part of dozens of coalitions and understands the importance of collaboration in advocacy matters.
In terms of education, Keith holds a B.S. (chemistry) from the University of Maryland, and an M.S. (environmental science), and Ph.D. (public policy) from the George Washington University. His doctoral dissertation focused on the influence of political appointees on federal regulatory agencies. He is a member of several professional associations, including the American Chemical Society, the American Economic Association, and the Society for Benefit-Cost Analysis.
